Gov. Stitt Continues Seeking Tax Cuts

Oklahoma Gov. Kevin Stitt continues his efforts to cut taxes in the Sooner State. The governor is calling legislators to the state capital for a special session next week to consider the plan. Stitt has been touting his tax cut plan to media outlets statewide and he spent some time with KOOL/RANCH News this week. Some lawmakers want to see how much money will be available for the next fiscal year before discussing tax cuts. The governor said that isn't an issue.

While the House of Representatives has supported the governor's efforts to reduce taxes senate leaders have balked at the suggestion. The governor said he wants the leadership to at least schedule a vote on the proposal but it doesn't appear likely that will happen.

Proposed Chix TIF Districts Unveiled

The City of Chickasha's Tax Increment Finance (TIF) Committee saw two proposed such districts for the first time yesterday. The sites were shown during the inaugural meeting of the entire TIF committee which was organized just last month. The TIF No. 2 area makes up most of the downtown area – mainly from the leg lamp west to 6th Street and from Choctaw Avenue south to Iowa Avenue which would be part of a downtown re-vitalization effort. The TIF No. 3 district is along Highway 62 east to the H.E. Bailey Turnpike and Grand Avenue Extension from Highway 62 and south to near the city's sports complex. Nate Ellis of the Public Law Group that is helping the city with the plan said officials are proposing the installation of more than $22.5 million in water and sewer lines combined in those areas. It would include a new water tower to be located near the OSU Research Station. Ellis said the infrastructure would not be needed all at once and could be done in stages as development occurs. Ellis said the funding would come from added sales tax and property tax revenues that are realized with new development. He said the likely scenario would be that a developer would pay the initial cost of the infrastructure work and the city could reimburse the developer for a portion of the work once the funds from the TIF District are received. The 90-minute program can be viewed on the city's YouTube channel which can be accessed on the city's website: chickasha.org The next TIF committee meeting is scheduled for Feb. 21st at 1:00 p.m. at city hall.

State Senators Seek Change in Virtual Learning System

A couple of state senators want to limit the amount of time public school students spend at home with virtual learning. State Senators Lonnie Paxton (R-Tuttle) and Kristen Thompsen (R-Edmond) say there is a lack of learning when students are at home. They've heard complaints that students are on-line for as little as 30 minutes during those days. Paxton said if students are getting little or no educational instruction on remote learning days, the state is ignoring its responsibility to students and abusing the trust of taxpayers. Thompson said as a mother of three children she's seen first-hand the lack of quality instruction that occurs on remote learning days. The senators have jointly filed SB 1768 that would only allow virtual learning days in the event of bad weather, staff shortages caused by illness, building maintenance issues, or if found necessary by school administrators. The bill also calls for school districts to provide a minimum of 5 1/2 hours of virtual instruction per day to Kindergarten through 8th grade students and six hours per day for high school students.

Assault Suspect in Custody

A suspect wanted for the alleged assault of a woman last month is in custody. 38-year old James Trent Canfield of Noble is accused of an assault that occurred at the Love's Travel Stop on the H.E. Bailey Turnpike northeast of Chickasha. Documents filed in Grady County District Court indicate authorities were summoned to the convenience store Dec. 23rd. The alleged victim told investigators that Canfield hit her, grabbed her hair, and slammed her head into the ground because she would be intimate with him and a partner before he was scheduled to go to court. Canfield fled the area on foot. A warrant was issued for Canfield’s arrest and he was taken into custody last week. He has been charged with a felony for domestic assault and battery and a misdemeanor for transporting an open container. He remains in the Grady County Jail on a $50,000 bond.

Grandfather Accused of Assaulting Teen Grandchildren

A Grady County man initially arrested on complaints of enabling child abuse has been formally charged with misdemeanors for domestic abuse. 73-year old Richard McCraw of Tuttle was arrested this past Sunday night. Tuttle police were called to the McCraw home to investigate a domestic violence complaint. Court documents indicate that three teenagers identified as McCraw's grandchildren were spending the weekend. The teens were outside burning brush when they were called inside to clean up a mess. McCraw is alleged to have assaulted the teens and even threatened to stab one of them. Prosecutors have charged McCraw with three counts of assault and battery and he remains in jail on a $5,000 bond.

State Senator Previews Legislative Session

State Senator Lonnie Paxton (R-Tuttle) spent some time in Chickasha yesterday discussing several topics in a noon meeting at the Chamber of Commerce. Paxton said he's unsure of Gov. Kevin Stitt's timing of a special session next week, ahead of the legislative session that will start Feb. 5th. Paxton said early budget projections show the state could be within $250 million of the current year's budget. But he warned that at the start of the 2023 session there was a big drop in anticipated funds.

Paxton said he has filed three of an estimated 20 tax cut bills at the state capital however whether any of them will be considered depends on the final numbers.

The final budget projection will be out in mid-February. Paxton serves on the senate's energy, telecommunications, and utilities committee and said lawmakers are working to improve Oklahoma's power grid to prevent what happened during Winter Storm Uri.

State Rep Discusses Upcoming Special Session

Gov. Kevin Stitt has called for a special session next week ahead of the regular legislative session which begins in two weeks. The governor again wants to discuss tax cuts for Oklahomans. While the house of representatives has supported the governor's tax cut plans over the last several years the state senate has blocked the governor's efforts. State Rep. Dick Lowe (R-Amber) says it’s no different this time.

Lowe says he is about to begin his fourth year at the state capital and during that time the governor has called nine special sessions. Among Lowe's work this session will be a follow-up to a task force he led last fall regarding the enforcement of regulations for commercial motor vehicles. He wants the Department of Public Safety to enforce those regulations.

Will nuclear power be a possible energy source in Oklahoma in the future? State Rep. Brad Boles (R-Marlow) held an interim study on nuclear energy last fall. He says nuclear power is now one of the safest and most reliable forms of energy production but that it’s also expensive. Boles said it doesn't make economic sense at this point to consider it for the near-term future.

The Kiowa Tribe of Oklahoma has received funds as part of a settlement with opioid manufacturers. The Kiowas are among numerous tribes across the country that filed a lawsuit against the manufacturers, distributors, and retailers of the drug - claiming they knew opioids were more addictive than had been stated. A federal judge recently ruled in favor of the tribes. KSWO-TV reports that the Kiowa Tribe has received $2 million from the Tribal Abatement Fund Trusts. Charles Nestell, director of the Kiowa Alcohol and Drug Abuse Program (KADAP), says there are plans for a facility that will offer treatment for those with addiction and mental health issues. Nestell also said they are also looking at ways to treat opioid use disorder, support those who are in recovery, and connect individuals to the help they need.

Task Force Recommends Pay-Per-Mile Road Tax

An Oklahoma Department of Transportation (ODOT) task force is recommending that state lawmakers implement a voluntary program where drivers would be taxed on the number of miles they drive, instead of paying fuel taxes. The Road User Task Force recommends that legislation be passed next year to create a full-scale pay-per-mile program. Officials say the proposal could be a solution to offset declining fuel tax revenues which have occurred due to vehicles becoming more fuel-efficient and the increasing popularity of electric and hybrid fuel cars and trucks. The Oklahoman reports the task force conducted a six-month pilot program last year where nearly 450 volunteers from 63 counties were recruited to take part. A little more than half of them reported mileage through a GPS-enabled device that took into account out-of-state mileage. Others submitted photos of their odometers each month. The pilot program indicated the average monthly invoice was just over $10 based on a fee of one cent per mile. If approved the program would not start until 2027 or later. ODOT officials say implementing a voluntary program at first would help them streamline the process before any consideration would be given to make the program mandatory.

Bill Would Remove Tag Agent Requirement

to Deny Car Registrations if Turnpike Toll is Owed

Among the hundreds of bills to be considered by state lawmakers during the upcoming legislative session is one that would prevent state officials from denying Oklahomans the opportunity to renew their vehicle registration if they have unpaid turnpike tolls. State Rep. Annie Metz (D-Norman) says she's heard from frustrated individuals who have gone to the tag office to renew their tags, only to find out that they have a minimal amount of unpaid tolls. Metz says its inconvenient for those who may take off work to stand in line at the tag  office, only to be told they can't update their registration because they may owe a couple of dollars in toll fees. She says at that point a person has missed work for nothing and are driving without proper documentation. She says lawful drivers mean safer roads and that it is a common-sense adjustment for working families.

Gov. Stitt Opts State Out of Federal Summer Food Program

Oklahoma Gov. Kevin Stitt recently announced that the state would no longer participate in a federal summer feeding program. The Oklahoman reported this week that Stitt said no impact is expected with his decision. He said students who qualify for free- and reduced-price meals already qualify for the Summer Food Service Program which provides free healthy meals and snacks in low-income communities. The group Hunger-Free Oklahoma says one in five Oklahoma youth qualify for food assistance. The three largest Native American tribes in Oklahoma said they would be helping their members. Officials with the Chickasaw, Choctaw, and Cherokee tribes say they will offer the program to native and non-native children on their reservations. In a prepared statement, Cherokee Nation Principal Chief Chuck Hoskins, Jr. said that it's regrettable and bewildering that the state is abandoning federal funding and losing an opportunity to address child food insecurity.

Biological Mother of Athena Brownfield

Waives Preliminary Hearing; Trial May Be Set

The biological mother of Athena Brownfield, the four-year old Cyril girl whose body was found buried near Rush Springs last January, was in a Caddo County Courtroom this week. Jasmin Brownfield was arrested last May on two charges of child neglect. While in court she waived her right to a preliminary hearing on those charges. It was nearly a year ago that Athena was first reported missing. The child’s body was found in a shallow grave in the Agawam area about two weeks later. KWTV-News 9 reports that a probable cause affidavit indicated that Jasmin left Athena and her sister in the care of Ivon and Alysia Adams in April of 2021. Prosecutors say Jasmin admitted having mental health issues and told investigators she didn't think she could care for the children. Documents indicate that Jasmin did not communicate with the Adamses to see how the children were doing or to provide them with any money. Jasmin remains in the Caddo County Jail on a $50,000 bond. Her next court appearance is scheduled for March 15th where she is to be arraigned on the two child neglect charges and a trial date could be scheduled.

Chix Police Give Update on Missing Person

It's been more than four months since the disappearance of Richard Houston. The 46-year old was last seen Aug. 31st near Life Skills Institute and relatives filed a missing persons report with Chickasha police in mid-September. The Oklahoma State Bureau of Investigation (OSBI) was called in to help with the investigation but there has been no word of his whereabouts. Chickasha Police Chief G.G. Music discussed the investigation during last night's city council meeting. He said at one point a K9 alerted officials to some potential evidence in the north part the city.

Music said the creek was too wide and too deep to go into so officials decided to build a dam and pump the water out of that area. It took several days and a lot of manpower to get that done but in spite of the efforts, no evidence was found.

State Attorney General Seeks Input on Alleged

Natural Gas Price Manipulation in 2021 Storm

Oklahoma and much of the central part of the U.S. were locked in a lengthy period of extremely cold weather in February of 2021. Known as Winter Storm Uri temperatures were at record-low levels of 10 to 20 degrees below zero in Oklahoma alone for more than a week.  Oklahoma Attorney General Gentner Drummond is wanting to talk to people who may have had inside knowledge about how natural gas marketers handled the situation, or other questionable activity related to what many believe were artificially-inflated prices. That eventually led to utilities issuing the sale of long-term bonds to pay for the fuel. Those costs were then passed on to customers and will take decades to pay off. The Winter Storm Uri tip-line is available on the attorney general's website, however OK Energy Today says it’s not the easiest to find. The website is ok.ag.gov and it can be found under the tab ‘forms and tiplines.' It is the last of the five tip-lines on the site. Gentner said he is committed to holding bad actors accountable and to return what was taken from ratepayers.

In a media column McCall says they are the latest in a series of tax cut plans the house has filed and passed over the last three years. New proposals include cutting personal income taxes anywhere from 25 to 50 percent for 2024 and 2025; a flat 4.25 percent personal income tax effective in 2024; and a phase out of corporate income taxes over a five-year period. Tax cut plans previously approved in the House and awaiting action in the Senate include changing the current personal income taxing framework from a standard deduction to a flat-rate system at 4.25 percent and a 50 percent cut in personal income taxes effective Jan. 1, 2024.

Lawmaker Says State Education a Big Winner in 2023

State Senator Lonnie Paxton (R-Tuttle) says the 2023 legislative session was a transformational one for education in Oklahoma. In a media column Paxton writes that lawmakers delivered what one education official said was the largest common education funding increase in state history. It included as much as a $6,000 pay increase for teachers and a $125 million increase to bolster support for schools in districts with low local tax revenues. He said the funding increase puts more resources into classrooms and help schools recruit new and talented educators. Lawmakers also allocated $150 million to support parents who home school their children. While Paxton said he's been a strong supporter of public schools, he recognizes that some children thrive in different environments and that's a decision best left to parents. He said the Oklahoma Parental Choice Tax Credits program that will be available next year will help make private and home-school options more affordable.

Anadarko School to Ban Earbuds, Headphones

Anadarko High School is banning the use of earbuds and headphones during school hours after the first of the year. Harris said he witnessed first-hand that the safety of students wearing the items could be a danger. He pointed to an incident earlier this month when the high school was placed on lockdown as police were looking for an armed and dangerous suspect near the campus. He said a number of students did not hear a request for them to come inside. Harris said that the policy does not affect wearing ear buds and headphones during extra-curricular activities.
