Anadarko Police Detail Arrest of Armed Suspect Near School

Anadarko police shared some details about their arrest of an armed man near the Anadarko high school this week. The search for the suspect forced the school to be locked down for a short time on Thursday. Police Chief Eric Harlan said they were notified by the highway patrol that 32-year old Devin Shane Davis of Woodward County was in Anadarko. Davis was wanted for allegedly brutally beating and strangling his girlfriend and stealing her gun late Monday night. Chief Harlan said OHP provided a vehicle description and a tag number, and officers located the vehicle in the Petree Plaza in the area of Braum's and McDonalds. Police, Caddo County Sheriff's deputies, and state troopers set up surveillance on the vehicle which would move a couple of blocks away to Wal-Mart and the AT&T store which is right next to the high school campus. Harlan said officers converged on Davis and were able to take him in to custody without incident. Authorities found the victim's gun, a 9MM Smith and Wesson in the car. It wasn't clear why Davis was in Anadarko which is a two-hour drive from Woodward County. Davis is currently on probation after pleading guilty to a burglary charge stemming from an arrest in Woodward County three years ago. He's facing new charges in Woodward County for domestic assault resulting in great bodily harm and larceny. He's also facing charges in Caddo County for having a firearm while on probation and knowingly receiving stolen property. A Caddo County judge set his bond at $10,000.

PSO Customers to See Savings in 2024

Public Service Company of Oklahoma (PSO) officials say their customers will see a reduction on the fuel portion of their bills starting next month. Residential customers who typically use 1,100 kilowatt hours of electricity per month will see their bills reduced by about $15.50 per month. Officials say the lower bills are the result of reduced natural gas prices the utility is paying as well as its investments in fuel-free generating facilities. A press release from the utility says PSO does not profit on the fuel it purchases to run those facilities - so when their natural gas prices fall - PSO passes the savings on to its customers. PSO officials say the recent high fuel costs have been challenging for many of their customers and they are happy that the lower prices will ease energy expenses. Officials say that over the last 10-plus years that PSO's residential prices have been consistently at or below regional and national prices.

Effort Continues to Build a Blanchard Veterans Memorial

Blanchard officials are facing some challenges when it comes to raising money to build a veterans memorial.  The initial fund-raising campaign began in 2020 right when COVID hit and now projected costs have increased because of inflation. Blanchard City Manager Michael Scalf tells KOCO-TV that they have had to move back their target date for fund-raising twice. They initially raised about $300,000 but the estimated cost of the memorial has increased about 30 percent over the last two years. Some of the vendors they are working with have offered discounts but Scalf says they still need about $70,000 to reach the $402,000 they now need. Among the ways to contribute is to purchase a memorial brick for a veteran - and the vet doesn't have to be from Blanchard or even Oklahoma. Scalfsaid it could for any veteran across the country. The new target date for the dedication ceremony is about six months away, Memorial Day of 2024.

TIF District Committee Holds Inaugural Meeting

A panel has been formed to determine if the City of Chickasha should implement what's known as a Tax Increment Finance District (TIF). The group met for the first time yesterday and got an overview of what they'll be considering over the next several months. The city has hired a firm called the Public Finance Law group to guide the process. During a nearly 40-minute meeting, firm attorney Nate Ellis provided an outline of what a TIF is and how it’s supposed to work. He said it offers the potential to offset costs of infrastructure projects by using a portion of sales tax revenue and property taxes within the district; and even some leveraged funds from the state. Ellis said city officials have not said where the TIF district or districts might be located. City Manager Keith Johnson and other officials could have  some proposed sites to review when the group holds its second meeting next month.

Committee Members

The TIF committee is chaired by Vice Mayor Zach Grayson. Other members are John Grote from the city's Planning Commission; Jennifer Stegman, the assistant superintendent from the Chickasha School District; and Gayla Lutts, superintendent of the Canadian Valley Technology Center school district. Lutts and Patrick were absent from yesterday’s meeting. Three at-large members were elected. They are Carol Bingham, a business owner; Mike Ross, the athletic director for USAO, and Parker Denton who works for a local bank. The group also named Buddy Hector as an alternate member. The next meeting will be Wednesday, Jan. 24th at 1:00 p.m. at city hall.

We have an update on the story of the death of a four-year old Cyril girl that drew state-wide attention earlier this year. Athena Brownfield was first reported missing in January and authorities eventually found her body buried in field near Agawam. The two caretakers who were arrested in connection with her death - Alysia Adams and Ivon Adams - have had their charges revised. Alysia was originally charged with child neglect but prosecutors have changed that to first degree murder. Investigators say gave them false information, saying that Ivon had beaten the child to death. The state medical examiner determined that Athena died from malnutrition and pneumonia. Ivon, who was originally charged with first degree murder, has had his charge changed to second-degree murder. Both defendants waived their rights to preliminary hearing conferences in Caddo County District Court yesterday. They are to be arraigned on the new charges in February.

State Broadband Board Re-Thinks Original Plan

The governing board that oversees the state broadband office meets tomorrow and may vote on what's called the Broadband Equity, Access, and Deployment (BEAD) program. The website OK Energy Today reports officials had planned to announce its initial plan on spending more than $380 million in federal funds for broadband expansion in the state this past August. However, they decided to take a second-look at it because some of the state's most challenging geographical areas would not have been served under the original criteria. There were also some complaints from Internet providers. Under the current definition set by the Federal Communications Commission (FCC), Internet service counts as broadband if it delivers download speeds of at least 25 megabytes per second and upload speeds of at least 3 megabytes per second.

Three Dead, Two Hospitalized After Multi-Vehicle Crash

Three people died and two others were taken to hospitals after that multi-vehicle pile-up on the H.E. Bailey Turnpike just outside Chickasha yesterday. The accident happened southwest of town in the east bound lanes near mile marker 76 about 1 p.m. Much of the highway was closed for several hours. The highway patrol has not released the names of those who died or were injured. Troopers believe the crash happened as a result of smoke from a grass fire just off the turnpike. Officials are still trying to determine what sparked that blaze.

Wind-whipped Fires Put Strain on Several Fire Stations

The turnpike fire was one of several in the region that erupted and quickly spread with the warm temperatures, high winds, and dry vegetation. Sources tell KOOL/RANCH News that crews battled as many as five fires in the Chickasha area alone yesterday. Numerous municipal and volunteer fire departments were summoned to help beat back the flames.  One was near Wheeler Farms west of 29th and Idaho; another east of Ninnekah in the area of Highway 19 and Dell Street.  The Amber Fire Department posted on its Facebook page that they were summoned to a structure fire north of town and called in Tuttle and Bridge Creek departments for help.

Lamp Shade 'Incident' Leads to Salvation Army Benefit

The latest lamp shade episode in downtown Chickasha is gaining a lot of traction on social media. Developer Chet Hitt was told by city officials to take down a lamp shade on a city-owned lamp post in front of Hitt's Savoy 1902 Hotel recently. One of Hitt's favorite sayings is that he likes to turn lemons into lemonade. As a result of the ‘incident’ he's using his social media platform to promote a T-shirt drive to benefit the Salvation Army. The shirts include a depiction of The Grinch sneaking away with a lamp shade with the inscription 'The Grinch Who Stole Chickasha's Lamp Shade'. Hitt would like to sell 1,000 t-shirts. During Monday night's Chickasha City Council meeting Hitt was critical of two people on social media who are outspoken opponents of some of the work being done by the city and the Economic Development Council - Torry Wise and Dwain Sehon. Hitt said they never have anything positive to say. After Monday's meeting, Sehon took exception to that comment and told KOOL-RANCH News that he has supported many community projects.

Sehon also said he supported the bond issue to help Chickasha schools build the high school activity center with a new auditorium and fieldhouse.

Onward Chickasha Project Continues

A project called Onward Chickasha continues asking residents to share what they think the city should look like in the future. The 18th-month project is in its fourth of six phases and officials gave an overview of the work so far at this week's city council meeting. Laura Bergey of the Guernsey Consulting firm is the project manager. She said they've just developed a Community Vision Statement-

There are 10 areas that were created for the vision statement. They include being a healthy, safe, and inviting community; a thriving and inclusive community; growth and prosperity; distinctive character; and a good quality of life. Others are parks and public spaces; high quality infrastructure and public services; economic opportunities; a premier educational system; and a fiscally responsible community. There will be another open house for the public to continue discussion about the project. That will be next Tuesday, Dec. 12th at the Canadian Valley Technology Center from 5:30 p.m. to 7:30 p.m. The inter-active program can be accessed on-line at Onward Chickasha.org.

Remains of Soldier who Died at Pearl Harbor

to be Buried in  Carnegie on Attack's Anniversary

The remains of an Oklahoma soldier who died at Pearl Harbor on Dec. 7, 1941 have returned home. Private First Class Robert Taylor will be buried in the Carnegie cemetery tomorrow. His remains were identified through DNA provided by his nephew, William Biggers. Biggers tells KSWO-TV that he was asked to provide DNA eight years ago to see if it may match any of the remains of those who died. Biggers was notified two years ago of the match to his uncle. PFC Taylor was aboard the USS Oklahoma and had just turned 23 years old a couple of weeks before the attack.  PFC Taylor will be laid to rest tomorrow on the 82nd anniversary of the attack which killed 2,403 U.S. personnel (including 68 civilians) and destroyed or damaged 19 U.S. Navy ships which included eight battleships.

Kidnapping Suspect Jailed

A Blanchard man is accused of kidnapping and beating his girlfriend. 45-year old Russell Allen Poindexter was arrested early Monday morning. A probable cause affidavit shows that Grady County deputies and the highway patrol were with a domestic assault victim in a pickup on the H.E. Bailey Turnpike near mile marker 92 late Sunday night. It’s alleged Poindexter told the woman to get in the floorboard in the back seat of the pickup and be quiet. But she made herself visible and asked deputies to call an ambulance. She suffered facial injuries and had a bruised neck and said Poindexter threatened to kill her. The woman was taken to the hospital and Poindexter was taken to the Grady County Jail. He's been charged with kidnapping and domestic assault and battery by strangulation and remains in jail on a $100,000 bond.

Sexual Assault Suspect Behind Bars

A Grady County man is facing up to 10 years behind bars in connection with an alleged sexual assault against an unconscious victim. An arrest warrant was issued for 61-year old Rex Sanders, Jr. of Rush Springs last Friday and sheriff’s deputies picked him up yesterday. Court documents indicate that the assault occurred in October of this year after the victim consumed alcohol and a marijuana edible. Sanders remains in jail and bond has not yet been set.

Should Council Reps Vacate Seats

for Missing Too Many Meetings?

Two Chickasha city councilmen are being criticized for their lack of attendance at council meetings. Kelly Boyd and Dr. R.P. Ashanti-Alexander have missed a lot of meetings over the past year.  Business owner Tim Elliott says the City Charter indicates that representatives should attend at least 75 percent of regularly scheduled meetings during a 12-month period. Boyd has only attended 64 percent and Ashanti-Alexander only 68 percent. The charter calls for the seats to be automatically vacated. Ashanti-Alexander says he’s being targeted and feels his family is in danger.

Elliott said he wasn’t attacking anybody and that his concern is that Ashanti-Alexander and Boyd are not satisfactorily doing the jobs they were elected to do. Mayor Chris Mosley cited an attorney general's opinion which says the accused incumbent office holder must be afforded due process before a decision is made. He said the issue would have to part of a future council meeting with discussion in an open session before any action could be taken.

Downtown Lamp Shade Draws More Discussion

There was more discussion about a lamp shade placed on a city-owned lamp post just before Thanksgiving. City Manager Keith Johnson said he initially didn't think there was a problem since business owners put Hallowe’en decorations on the lamp posts.

Developer Chet Hitt said he put up the lamp shade but was not coerced by anyone to do it. During last night's meeting Hitt he said the city council should let the city manager do his job.

Hitt said it’s no secret that the Leg Lamp is the reason he is investing in the community. He said the video he posted after taking the lamp shade down has received 70,000 views and an overwhelming number of people liked it.

Council OKs Purchase of Building for New Fire Station

The city council did authorize the purchase of the former Chief Fire and Safety building last night. The panel approved spending $995,000 for the buildings owned by Banner Fire Department. The site will be used for a new fire station and by the Chickasha Police Department. The city does not bear the entire cost of the property. The city manager said Grady County EMS will reimburse the city $500,000.

Purchase of new fire trucks delayed

The panel tabled action on the purchase of two new firetrucks, saying they need to discuss financing the more than $2.5 million cost for those vehicles.

Council OKs Demolition of Nuisance Property

The council did authorize the demolition of some public nuisance property at 616 Pennsylvania Avenue. The property owner asked for six more months to bring the dilapidated buildings up to code. But the council sided with Assistant City Manager and Community Development Director Rachel Bernish who said that the site had become detrimental to the health, benefit, and welfare of the public, it created a fire hazard, and that it was dangerous to other property.

City of Chix Plans for Third Fire Station

The Chickasha City Council will consider purchasing a building that is expected to be a third fire station for the community. The panel will consider purchasing the former Chief Fire and Safety Building for just under $1 million when the panel meets tonight. The council gave City Manager Keith Johnson approval to negotiate a purchase price for the site a few weeks ago. The proposal is to buy the building at 927 S. 4th Street from Banner Fire Equipment for $995,000.

Firetruck purchases proposed

The council is also to consider purchasing two new fire trucks. One is a 100-foot aerial truck for nearly $1.7 million and the other is an engine/pumper truck for more than $882,000. Both units are from Heartland Fire Trucks.

Public hearing set for nuisance property

The council will also hold a public hearing regarding dilapidated buildings at 616 Pennsylvania Ave. City officials have been working with property owners for more than year to get the property within city codes. The hearing will be held to determine if the site has become detrimental to the health, benefit, and welfare of the community.

Downtown grant proposal set for discussion

Also to be considered is a proposal to extend the city's central business building-grant rules. The proposal would allow current and past grant recipients to submit past projects that might be eligible under new rules recently adopted by the council. It's a five-year grant from the U.S. Department of Education as part of the agency's Native American-Serving Nontribal Institutions program. It's the third such grant awarded to the university. A press release indicates that USAO will establish a financial literacy education program, improve disability services, and establish an experiential learning program. The overall goal is to improve the university's capacity to increase the retention, success, and graduation rates of Native American, low-income students, and disabled students who make up a big part of the university's student population. Blanchard Wins State Football Title

The Blanchard Lions are this year’s Class 4A High School football state champions. The third-ranked Lions defeated top-ranked and defending state champion Wagoner 19-14 in a game played at Chad Richison Field on the campus of the University of Central Oklahoma in Edmond last night. The kick-off was delayed nearly 2 ½ hours due to lighting and thunderstorms in the area. Blanchard’s defense came up with a big stop on the final play of the game as Wagoner had the ball on Blanchard’s 4 yard-line, and the Lions prevented Wagoner from scoring. Chix City Council Finalizes Water Line Project

The Chickasha City Council gave final approval to a more than $600,000 project which will allow the city to install a couple of blocks of new water lines during a special meeting last night. It took less than 10 minutes for the panel to approve the short agenda which included the water line project which was first awarded to a contractor back in June. The council approved spending nearly $620,000 for the new lines. That includes increases in material costs the contractor said have occurred over the last five months. The work will include one block of Missouri Avenue east of 4th Street; one block of Virginia Avenue between Shepherd and Henderson Streets; and one-half block of Henderson Street. The city received a $195,000 Community Development Block Grant to help pay for the work. Public Works Director Jim Crosby said crews could begin some preliminary work next week and expects it could take about six months. Officials anticipate there will be some occasions when water service in those areas will be disrupted but that won't be right away. City Manager Keith Johnson said they'll provide residents and businesses advance notice when that will take place. Marsau Enterprises of Enid was awarded the project.

The students spend three days a week with their on-the-job apprenticeships and are paid $15 an hour. The program lasts about a year after which successful students would get a raise up to $18 per hour as well as benefits if they are hired full-time. CV Tech officials say they are working to develop apprenticeship opportunities with other regional companies.

Water Line Replacement Project Back on City Council Agenda

A proposal to replace some city water lines in Chickasha could get final approval by the Chickasha City Council tonight. The panel will hold a special meeting to consider awarding a more than $600,000 total bid for the project. The areas to be replaced include the 300 block of  Missouri Avenue; Virginia Avenue from Shepherd Street to Henderson Street; and Henderson Street from Virginia Avenue north to the alley.

---

The city has received a Community Development Block Grant (CDBG) of $195,000 to help pay for the project. The city initially was going to set aside $135,000 for the work. Tonight the council will consider committing an additional $237,000 – and another $57,000 that the contractor has requested due to cost increases since the project was first awarded this past June. That takes to the total amount of city funds to more than $425,000 and brings the total cost of project to around $620,000. The project was awarded to Marsau Enterprises of Enid which is a pipeline company that also has a location in Lindsay.

---

The agenda for tonight's special meeting is almost identical to the one for the meeting which was scheduled Nov. 20. That meeting was canceled because of the lack of a quorum. Items include approving a nearly $14,000 bid from OK Carpet to replace flooring at city hall damaged in the 2020 ice storm; accepting a ONEOK Emergency Responder grant of more than $1,000 for the police department; and acknowledging the receipt of the annual financial statements and audit reports from the Economic Development Council for the 2022 and 2023 fiscal years. It also calls for a resolution for the city to accept bridge inspection responsibilities for compliance with national bridge inspection standards.

---

Because this is a special meeting, there will not be a citizen comment section. The meeting will get underway at 6:30 tonight at city hall and will be aired on Optimum Channel 3.

Actions Still Pending Against Chickasha Firm

Blamed for Huge Hand Sanitizer Fire in Aug. 2022

A hearing on an application filed by the State Department of Environmental Quality against Bordwine Development Company is scheduled to be held by a Grady County judge early next year. In a story published by The Southwest Ledger, it’s reported that the DEQ filed an injunction against Brannan Bordwine's company in November of last year to prevent Bordwine and his company from removing any sanitizer without expressed written consent from the DEQ. Bordwine was said to have been leasing the former Chickasha Manufacturing Company and storing hundreds of pallets of hand sanitizer which caught fire in August of last year destroying the decades-old building. A hearing on the application is scheduled with Grady County District Judge Kory Kirkland in January.

Multi-million dollar fine challenged

The DEQ fined Bordwine more than $6.6 million for allegedly causing the fire. Bordwine has not paid the fine as his attorney says he is appealing the penalty and has requested a hearing before an administrative law judge. The Ledger reports that a status conference on the matter was held earlier this month and another such conference is scheduled in February.

Separate lawsuit alleges breach of contract

In addition, the owner of the now-destroyed building - a company called Blessed Chickasha Collective - filed a lawsuit against Bordwine's firm this past February alleging a breach of contract for improperly storing, transporting, and handling sanitizer. That lawsuit is still pending in Grady County District Court.

Group Seeks to Double Oklahoma's Minimum Wage

A group has begun an initiative petition drive to try and create a new state law which would double Oklahoma's minimum wage. The campaign by Raise the Wage Oklahoma wants to increase the minimum wage from $7.50 to $15 an hour. The group is trying to collect enough signatures to put what would be called State Question 832 on a statewide ballot. Supporters say the cost of everything keeps going up and the minimum wage hasn't been increased in 15 years. The petition was submitted to the secretary of state's office Oct. 27th. The group needs to collect more than 92,000 signatures in order to get the measure to a statewide vote. Two industry groups are challenging the petition. The Oklahoman reports that the State Chamber of Commerce and the Oklahoma Farm Bureau have filed a joint application asking the state Supreme Court to assume original jurisdiction. State Chamber officials say the proposal would result in higher prices for consumers, fewer jobs for workers, and greater failure rates for businesses. The Farm Bureau said it would threaten the economic viability of many agricultural businesses and the vitality of rural communities. If approved, future minimum wage increases would be tied to the cost-of-living index and reach $15 an hour in 2019.
